Honorable Delegates of the Political Committee at BALMUN 2011,
This year, we, meaning the Political Committee, will be dealing with a topic defined by the headline: “Preventing bribery and corruption in political processes by implementing international guidelines.”
The purpose of this Guide is to give you some of the most basic information about the topic. However, you should be aware of the fact that preparation of the conference will definitely require some more extensive research.
Corruption is defined as the illegal exchange of services or goods in order to get a so-called „win-win“-situation, which means that there are advantages for both sites of this exchange. But not every illegal exchange is corruption, like the illegal selling of stolen goods. Generally there is a triple relationship between a client, which gets confronted with the exchange, an agent, who organizes the exchange cause of a advantage he wants to get and finally a principal, who puts power or the goods at the agents proposal, so the agent is misusing them.
For that reason, many countries have ratified the UNCAC (United Nations Convention against Corruption), which was set up in 2003.The UNCAC is prohibiting corruption by law and tries to ensure national guidelines for dealing with corruption. Further the ICC and NGO's like Transparency International are fighting Corruption. For example the CPI (Corruption Perception(s) Index), which is published by Transparency International, shows realistic statistics for the influence of Corruption on most of the world's countries. But even through this measures there's the big issue, that, as you can see in the CPI, Corruption is strong embedded in many countries of the world and that makes it more difficult to influence the different governments.
It is therefore necessary, that regulations for corruption and bribery are made, so that everyone can develop with the same conditions, so the relationships between all humans can be fortified. Discussing these conditions, and hopefully making good decisions on regulations will be our quest for this year’s BALMUN.

Dear Participants of this year’s BALMUN conference,
I feel honored to be one of the chairs of the Political Committee at this year’s fourth BALMUN conference. My Name is Lorenz Plath; I am 16 years old but when we'll meet each other I will be already 17. Currently I'm attending a school in Rostock. Originally I come from Stralsund, a town nearby, but by now I live in a boarding school in Rostock itself. I'm in the 11th class but looking forward to my Abitur next year and than going to university for medicine. I am generally interested in sports like biking, tracking and sailing,making music, listening to music, to live music, movies, and of course socializing. I'm playing the Saxophon, further I'm singing and playing some theatre.
BALMUN 2011 will be my third MUN conference, and my first as a chair. I did participate in last years BALMUN conference both time in 2009 and 2010 as a delegate in the PC (first as Norway and last year as Sweden) and had a lot of fun. Maybe you remind me as the icebreaker-guy from last years get together I hope that this year, I will be able to give you the opportunity to have a great conference and be of as much assistance as possible to you. I am certain that we are all going to have a lot of fun this year.

Dear delegates,
Welcome to the Political Committee of BALMUN 2011!
My name is Anne Dijkstra and I am nineteen years old. I have the honour to serve as one of your chairs at this year’s conference. BALMUN will be my 14th conference and apart from being a chair, I will also be Deputy Secretary General.
Currently I follow a preparatory course for cello at the Royal Conservatory in The Hague, The Netherlands. Next year I hope to be admitted at Leiden University College The Hague.
Apart from MUN conferences I enjoy reading, hanging out with friends, backpacking and playing the cello.
